Preincident Plan of Knead and Feed Restaurant

The building being analysed is the Knead & Feed, which is a restaurant located in Coupeville, WA. The analysis is as follows;

Construction

            Initially, it appears as though the building is an old, one-story, wood frame one. However, it has a delta exposure which proves that this is indeed a two-story building.

Occupancy

The building features multiple occupancy since there is a restaurant, retail, and residential sections.

Apparatus and Manpower

            Since it is a restaurant, the apparatus used features a cooker that runs on gas. These are operated using the cooks employed in the restaurant.
Life Hazards

            The kitchen of this building is located right in the middle of the exposure bravo and exposure delta. This presents a life hazard since any fire in the kitchen will easily spread to both sides of the building. Also, just below the kitchen, an unprotected wooden stairway is present. It could easily cause falls, and even catch and spread fires fast.
Water Supply

            The building seems to be getting its water supply from the main piped system of the town.
Auxiliary Appliances

            The building has a standpipe installed in the restaurant side. It features a wet system in case of a fire emergency.
Street Conditions

            The street is not very crowded, and the roads are still in proper condition.
Weather

            The weather of this place is bound to change, depending on the time of year. Heavy snow may be experienced during winter.
Exposures

            The exposures are the wooden material used. Also, the unprotected staircases, and absence of a proper way of communicating between the buildings represent major exposures. There is also open framing at the back of the building (Sturm et al., 2017). The fact that the place may be affected by tides is also another cause for concern.
Area and height

            The exact area of the building, and height are not known. However, it is a two story restaurant.
Location and extent

            It is located right at the beach in Whidbey Island.
Time

            Although it is an old building, the Knead & Feed has survived for many decades, while still serving its customers.

Hazardous Materials

            The only possible hazardous materials feature the gas that is used to cook meals in the restaurant.
Communications and Command Structure

            There is no clear communications and command structure for this building since all rooms are separate.

Building Construction Type

            Since it is an old building, it is reasonable to assume that it is of a balloon frame construction. It is likely that there are smaller parts nailed together to make it complete. The studs tend to extend the height of the building right from the foundation plate to the rafter plate.

Level of Protection

            The level of protection features the high-level passive protection. It works by limiting the exposure to the threat agents (Lee, 2018). It is passive because it does not actively detect the presence of the threat. It features an addition of the gas filtration systems and upgrading the aerosol filters.

Fire Chemistry and Fire Dynamics

            A fire may start when the cooker is left on, or when the flames catch on a flammable material. Under windy conditions, the fire may easily spread and catch the other flammable materials in the kitchen (Sturm et al., 2017). If it is not resolved in time, the fire may spread to an entire building. A gas leak may also cause a fire. This may happen when the cooker is not properly shut, or when the pipes are tampered with.

Impacts of Fire in Emergency Situations the Building

            In case of a fire, many people may get hurt as they attempt to run to safety. Some may get burns, while others may fall or be stepped on. Property will be destroyed leading to a major loss being experienced by the restaurant owners.

Actions to be taken by Personnel in an Emergency

            In case of a fire, the personnel should calmly inform those who are present to calmly leave the building and head to the fire assembly point (Lee, 2018). Everyone needs to be accounted for to ensure that no one is left behind. Also, other skilled personnel should try to use the fire standpipe to stop the spread.
