Proposal Selection Process

            In New Orleans, the Office of Community Development offers federally-funded programs for twelve months to assist with the problem of homelessness in the area. The review process features various steps. The registered organization is required to meet the eligibility requirements developed to determine which group receives the federal and state grant funds (City of New Orleans, 2020). The organization must also be a legal business. To ensure of this compliance, the owners must possess a U.S. Federal Tax Identification or even an Employer Identification Number (City of New Orleans, 2020). Lastly, it is expected that the organization be in compliance with the civil laws and executive orders in relation to fair housing and equal opportunity.

            Specific criteria are used to score all applications after the Notice of Funding Availability. First, a needs assessment must be conducted to ensure that the target population features people who are truly in need. Second, the agency background and experience in dealing with such matters must be proven (City of New Orleans, 2020). Coordination and collaboration are also needed to ensure that the target population gets the assistance they need without any challenges. Moreover, there are specific approaches that are needed to provide services to this population (City of New Orleans, 2020). For instance, the chosen organization must show that it will adhere to these approaches before the funding can be released.

            This review process features both benefits and challenges. It is beneficial in the sense that it follows up to ensure that houses are built and rented to the middle and low social individuals. Thus, it helps to deal with the problem of homelessness as they will be affordable to these individuals. However, there are some challenges in terms of opting for organizations with experience (Gitlin & Lyons, 2014). This will hinder new companies from getting the funding. Moreover, it is challenging to expect the organizations to follow specific approaches to the provision of services. As such, to better prepare the resulting proposal, the organization needs to show that it supports the suggestions and expectations that have been stipulated by the funding source (Gitlin & Lyons, 2014). It needs to provide examples of what has been done that is in line with the expected approaches.
