Part One

Specific Problem

            The specific management problem in the Paseo Caribe project was lack of participation and consultation from various shareholders such as architects and the residents of the area.

Position Statement

This paper seeks to address the lack of participation and consultations that resulted in the conflict that threatened to derail the implementation of the project through court cases and acts of public disobedience. 

Recommendation

Effective stakeholder participation and consultation should be leveraged to avoid similar problems in future projects on the island.

Part Two

Details from the Case

From its onset, the Paseo Caribe project was implemented with total disregard of how it would affect those already living in the area. The project managers failed to consult all stakeholders involved in the project, such as the locals. This massive failure resulted in enormous opposition from the resident of San Louis condominiums. They voiced their displeasure with the project arguing that the project in its current state upon its completion would block their ventilation, their view of the beach, cause massive sound and air pollution as a result of the thousands of cars that would be parked in the area and also affects the region’s natural conservation efforts. This massive opposition stemmed directly from their omission during the planning phase of the project. The conflict between the project owners and the residents of the area would have been avoided through consultations. They two teams would have found a compromise that would have prevented the conflicts.

The omission of public input is also highlighted through the San Juan County Commission’s shelving of the report compiled. The commission established that the Paseo Caribe project omitted various stakeholders’ contributions and used dubious methods to obtain their permits to start construction.  Therefore, the report offered various recommendations whose implementation would help address the grievances from the members of the public, but it was shelved and overlooked.

Part Three

Action Plan

Involving Stakeholders in Planning

            Involving all stakeholders of the project early enough in its planning phase. This would enable the stakeholders to air their views and concerns regarding the project and pave the way for deliberations that would help them arrive at a compromise that benefits both parties. Madero Construction Company should have involved shareholders such as the San Luis condominium residents and environmental activists such as Ricardo Alegria in the project planning phase to iron out contentious issues before the start of the project.

Risk from the Proposed Action

The solution to the problem bedeviling the project is inclusion of stakeholder participation in the planning and execution of the project.  However, even though the solution will eliminate some of the problem such as reducing the level of resistance the project is facing, it also carries the risk of the local residents opposing the project in its entirety. Therefore, although involving all the shareholders is a good course of action to take, it also carries a serious risk that can completely stall the project.
