Radar was married, worked at multiple jobs, graduated from college and served as a deacon in his church. On the surface he appeared to be normal. But he wasn’t. His actions were planned months in advance. He enjoyed the suffering of others and craved the excitement and control that killing gave him. Example 2 – Not good
Rader was a Psychopath. As defined in the text a psychopath is, “a person who demonstrates a discernible cluster of psychological, interpersonal and neurophysical features (Bartol & Bartol, 2011, pg. 171). Rader killed at least five people. His crime spree took place over 20 years. He was married and a father. He even worked in a church as a deacon.
The reference doesn’t support and isn’t supported in the paragraph. It is used as a definition only. As a result the paragraph is baseless. Your references should support your statements. At this level your references should be spaced out in your paper to support your ideas. If you have three or four references in the same two paragraphs or they are bunched at the start or end of your paper something is likely wrong.

Rampart Scandal
Nature of Problem
The problems in Rampart originated from the point the LAPD formed a police unit known as CRASH to counter and or face off the gang bangs and drug dealers, get intimate with the gangs, collect Intel on them and make arrests (Alex M. Salazar, private investigator former LAPD officer). Sadly, a majority of the officers of the department were breaking the law making it easier for the rest to follow. The CRASH unit would strip homeboys and take photos of their tattoos then arrest them for loitering or warrant violation (Reese, 2003). Moreover, the code of silence is what fed and grew the rampart scandal given that ongoing or retired gang members have to continue honoring this code and were never allowed to divulge anything to that effect ( Alexandro). According to Dr. Erwin Chewerinsky, the Rampart scandal went public courtesy of rogue officer Raphael Perez who had been caught stealing 8 kilos of cocaine from police evidence lockup, went to the DA seeking to strike a deal of a lighter sentence for information on the activities of his Division.
Levels of corruption
The Rampart Scandal was full of various levels of corruption. They include: Officer Rafael Perez was caught stealing 8kgs of narcotics from police evidence lockup and exchanging it with flour. For an officer of the law to pull such stunts depicts a high level of corruption. Secondly, as confessed by officer Perez in his interviews that 93 and 94, the Richardsons and Lujars, all police officers put many people in jail by planting false evidence, using perjured testimony and falsifying probable cause. Additionally, Perez also said that supervisors who worked on the CRASH team such as Lt. Hill or Capt. Morans would congratulate him during roll calls for a job well done knowing very well that he had used rogue and unjust means to arrest the criminals instead of pointing out that the arrest was questionable. They just looked the other way and allowed Crash to monitor itself giving Crash the freedom to take the law into their own hands. Lastly, Officer Nino Durden stole a couple of dollars that he should have booked in and shared the same with Officer Perez. They were both corrupt (Reese, 2003).
Explanations for the scandal
As pertains to the video Rampart, The Real Rampart Part 1, The Rampart Scandal 1999 was caused by a series of events including corruption and abuses by police officers within the LAPD’s Rampart Division Crash Unit due to a broken managerial system. This is the worst corruption scandal ever in the history of the LAPD. The Rampart scandal occurred during the drug trafficking era of drugs such as crack, cocaine and heroin by young kids who wanted to make quick money and seek a sense of belonging (Reese, 2003). These were mostly immigrants from El Salvador, Guatemala who had fled a civil war from their countries (Alexandro community Analyst).
The explanations given for the scandal were issues such as limited resources which got the police frustrated. If they had a grudge against someone they wanted off the streets they simply planted a gun on them or drugs and took them to jail. Given the wide range of power they have, police gain an extreme sense of self-worth causing them to justify their actions and transcend into dirty harry scenarios. Police brutality and severe victimization among defendants was also experienced. According to Alex Sanchez, gun planting was a big thing. Officers would carry spare guns and sometimes report them as bad shooting. This led to injustices whereby defendants had to plead guilty to crimes they had not committed so as to get shorter sentences. Javier Ovando is such a victim. He was shot wrongly by Perez and then in defense, Perez planted a gun on him stating that he had threatened officers. Ovando had to take a deal of 23 years knowing very well that no one would believe them.
Proposed Solutions
Actions taken to address the scandal
The action taken to address the scandal by the creation of CRASH to counter the drug peddlers at Rampant. This action served its purpose of putting criminals away but in the same vein brought about severe corruption and injustices. According to Dr. Erwin, the criminality in Rampart escalated and to this day the rampart scandal is not clear as to how many police officers were corrupt and how many innocent people were put behind bars (Reese, 2003).
Discussion
What could have been done differently to produce different results in the Rampart scandal matter is in my view, the LAPD should have been well funded with adequate resources so as to avert frustrating the CRASH officers and enable them to do their duties with due diligence and not get into drug dealing and theft. Moreover, thorough scrutiny should have been carried out while vetting these police officers so as to remove the rotten apples who do not have ethics and ethos to effectively carry out police duties.
As for the LAPD organization, the rogue officers should have been faced out so as to avoid the case of the rotten apple effect among the officers. The legal system should also pull up their socks and follow up matters to the latter and not just prosecute given very little evidence adduced before them. Clearly, everyone deserves a fair hearing. Moreover, given the evidence given By Perez, all those cases in 1999 should be looked into as fresh cases and thorough investigations carried out accordingly for justice to take place given that justice delayed is justice denied. The LAPD department also deserves a serious reshuffle of all the CRASH members for purposes of carrying out a fresh clean up at Rampart and clear off the scandal completely.
