You must articulate why you think this proposal is the best use of resources and political capital to improve the health system and health outcomes in the U.S.

- Statement of the Problem – 3-5 sentences

- Proposal – 3-5 sentences

- Recommendation – 1-2 sentences
It should be no longer than 5 pages
