The article, “Leadership, Empowerment, and Public Organizations”, by Pitts (2005) espouses on the attributes of leadership, empowerment in both private and public entities. The concept of empowerment has emerged and rates among the recent reforms in the public management sector. According to Pitts, pertinent reasons explain why some managers and leaders empower their subordinates and some do not. The study findings rejects the hypothesis that empowerment is a trend, but rather is a people oriented leadership.
The article borrows from various literatures, which have defined the concept of empowerment differently as participative management, where employees are viewed as part of the decision making in advancing the goals and objectives of the organization. Still others view or focus empowerment by focusing on the role of power where power shifts from the upper level management to the low levels of organization. Others take the notion of empowerment as self-motivation, synergy between the superior and subordinate and goal attainment. Overall, the concept of empowerment consist dimensions of decision-making, power, initiative, creativity, autonomy, information, responsibility, knowledge, and skills (Pitts, 2005).

Women are more willing to empower than men are, however the study findings did not see any statistically significant relationship since most of the managers and leaders are men. Managers of color are less likely and willing to empower others compared to the white managers (Pitts, 2005). Similarly, when it comes to education, older professionals are likely to embrace empowerment concept compared to the current manager or educationist. Furthermore, managers with doctoral degrees are more likely to empower subordinates as opposed to those with master’s degree.
Furthermore, the article provides a discussion on the organizational determinants of empowerment including resources availability, task difficulty, and environmental uncertainty. Environments with difficulty tasks would empower employees and vice versa. Those managers in stable environment are likely to empower subordinates as opposed to those in unstable or environment with uncertainties. When it comes to resources, managers in entities with resources will rarely empower others and vice versa.
The author concludes by asserting the need for further research in the area of empowerment to ensure deeper understanding on how organizations can increase productivity by empowering their colleagues.
