Q1. Key Difference

The main difference between public and private sectors is that they have fundamentally different goals. Public sector’s focuses on service delivery as per the interest of the public while private sector’s main concern is increased profits (Arnaboldi et al., 2015). This is because, private companies must answer to their stakeholders, including investors and customers. To ensure adequate service delivery to the general public, government firms are closely monitored by oversight agencies. This difference in fundamental goal is the basis of how the private and public sector are run.

Big Challenges in Public Sector

The first challenge is the delivery of efficient and effective public services within a fiscally constrained conditions (Arnaboldi et al., 2015). Since a decade ago when economic recession hit the world, there has been a decrease in public revenue and increased levels of state debts. These changes have pressurized the government to reduce funding to various public departments. The second problem is bureaucracy that is instilled within the public sector. The sheer size of the pubic organizations, stability, and job security elevates bureaucratic attitudes such change resistance (Arnaboldi et al., 2015).

Challenges faced in Michigan State

The main pressing challenge is budgetary constraint. The state’s budgetary process takes at least a years to be completed. This eliminates flexibility since it makes it hard to obtain additional funding or reallocate misplaced resources. Secondly, the hiring process is ineffective and results in a lot of time wastage and related costs. Currently, it takes one to two years to fill a new position and several months to fill a vacant position in Michigan state jobs.

Q.2 Challenges I have faced in Department of State

I have experienced two main challenges in my service delivery to the department of state. First, there is always an overwhelming workload (Goetsch & Davis, 2014). The heavy workload in the department forces every employee to work overtime to meet the set tasks’ deadlines. Continuous performance management is done by the top management through the delivery of managing for results workshops. This pressurizes employees to complete their task however overwhelming they are. Secondly, there is unhealthy employee interactions at the department. The employees are from diverse backgrounds with different personalities. This creates friction from time to time during our interaction. We always work in teams coupled by pressure and strict deadlines, and thus some employees often have flare-ups of temper. This makes the work environment uncomfortable.

Value of a leader to an employee

Leaders are people who employees can look up to in terms of advice and assistance. They are extremely valuable to both the organization and the employee. This leader will always have confidence in the employee with best interest in mind. For instance, consulting a leader enables employees to get a comprehensive feedback on their performance review and thus make the necessary improvements. Secondly, consulting a leader expands the employee’s knowledge about key operations in the organization. A leader in an organization has more knowledge about every operation and its impact in the overall work done. For example, a leader in the department of state will be able to coach an employee on the key functions and mandate of the department of state.
