Conclusion
Planning for development involves a process of looking at the past, the present and the future through the lenses of SWOT analysis. It thus involves identification of strengths which for Kuwait is a strong GDP based on oil resource, weaknesses, such as weak private sector, opportunities like international trade and threats such as political instability. From the analysis, consultative formulation of strategies is done to make the blue print which would guide the exploration of the opportunities. The plans are implemented under tight monitoring and evaluation to determine progress and challenges with the blue print in mind.
