QUESTION

Hazard Mitigation and Preparedness

QUESTIONS:

Q1: Describe the difference between mitigation, preparedness and response (Hint: the 4 phases of the emergency cycle are mitigation, preparedness, response, and recovery). Give at least two examples (i.e. actions, strategies, measures) of EACH of these 3 phases in relation with hurricanes.

Q2: Set aside time to create a preparedness plan for yourself or your family thinking about the hypothetical scenario of a Cat. 5 hurricane making landfall near Cape Canaveral (think about the possibility of power being down for weeks, contamination of drinking water, shortages of essential goods, down cellphone networks, potential looting, spread of diseases due to proliferation of stagnant sewage water, etc.), What would you include? How would it be different from a preparedness plan for a devastating earthquake (if you were living, let's say, in California)?

Q3: Describe the importance of preparedness exercises using a warning system in the Pacific Northwest. Why are warning systems so important in this area? What hazards require this type of systems? Explain what states like Oregon or Washington are doing to prevent and prepare for high-scale disasters in their region.

Rubric:

- Response to question (up to 6 points): I will evaluate the depth of your ideas, if you cited works or sources, the use of examples, the connections you bring up, etc. Show me you really thought your answer and that you want full credit!

Answer

  • Hazard Mitigation and Preparedness

    Question one

Mitigation involves actions taken to decrease or prevent the cause, impact, and consequences of a specific disaster. Some hazard mitigation examples include buying insurance policies, building banks, or barriers to control flooding (Cao et al., 2018). The preparedness phase involves planning, training and educational activities for events that cannot be moderated. Preparedness may include setting up plans or preparations to save lives and assist in response and rescue operations (Cao et al., 2018). Preparedness activities always take place before the occurrence of a disaster. Response occurs immediately after the occurrence of a disaster (Cao et al., 2018). It may involve strategies such as seeking shelter from a tornado or turning off the gas supply during an earthquake.

    Question two

In my preparedness plan, I would include emergency water and food supply, emergency power sources like flashlights and extra batteries, important documents such as personal identification, medical documents and passports, and a fire extinguisher (Medina, 2016). I would write down emergency phone numbers and keep them on the refrigerator; I would identify the closest shelter and different routes I can take to get to the shelter from my home (Medina, 2016). Preparedness for a devastating earthquake involves creating an evacuation plan, locating utility valves and switches so that they can be easily turned off, and stocking emergencies that can be used after the earthquake.

    Question three

Warning systems are important in the Pacific Northwest; they enable responsible bodies to detect disasters such as earthquakes before they occur and offer advanced notice of strong shaking strength, enabling individuals to take preventive actions that benefit the health of infrastructure and the life-safety of the public (Medina, 2016). Hazards that require a warning system include tsunamis, earthquakes, floods, and hurricanes. States such as Washington and Oregon have disaster warning systems that enable them to monitor natural events and take actions to prepare for any natural disaster.
