      INTRODUCTION

      Alcoholism and drug addiction among homeless individuals is among the top five social issues that New Orleans grapples with

      People with either a psychiatric disorder or substance abuse disorder, or both account for more than 50% of people in supportive housing interventions. 

      The problem of substance abuse deters homeless individuals from securing safer living conditions. 

      Human service professionals, as change agents, have crucial role to play in addressing the substance abuse among homeless people via social change, leadership, and advocacy.

      ADDRESSING SUBSTANCE ABUSE AMONG HOMELESS PEOPLE

      I intend to work with the Council on Alcoholism and Drug Abuse (CADA) to address alcoholism and drug addiction among the homeless. 

       I chose to work with CADA because the agency;

      Has a reputation for working with various groups in addressing drugs and substance addiction problems

      Offers resources and required information to the community when addressing substance abuse

      CADA’s operates nationally, and its services are extended to parishes of Orleans, Jefferson, St. Bernard, St. Tammany, St. Charles, and Plaquemines (Council on Alcoholism and Drug Abuse, n.d. a). My preference for this agency is founded on its reputation for working with various groups in addressing drugs and substance addiction problems, including community, schools, medical professionals, employers, probation officers, lawyers, and judges. As such, this agency will provide me with a pool of professionals with whom I can cooperate to address drug addiction and alcoholism among homeless people in Louisiana. Moreover, CADA offers resources to the community when addressing substance abuse and provides information on local facilities for treatment, and how these services can be accessed (Council on Alcoholism and Drug Abuse, n.d.b). 

      STRATEGIC PLAN

      I plan to address the problem from the advocacy perspective. 

      Advocacy provides human services professionals with opportunities to fight for the rights of other and work to mobilize the required resources (Homan (2016).  

      As such, taking the advocacy perspective will enable me to convince the management of Devereux Advanced Behavioral Health’s management to allocate additional resources to address stigma on people with mental illnesses. 

      My strategic plan will be established from the perspective of advocacy. According to Homan (2016), advocacy enables human services professionals to fight for others’ rights and work to acquire needed or necessary resources by convincing other individuals of the legitimate rights or needs of societal members. Thus, by embracing this perspective in my plan, I will convince Devereux Advanced Behavioral Health’s management to allocate extra resources to address the stigma on persons with mental illness.

      One of the core values that the Council on Alcoholism and Drug Abuse (CADA) views central importance is social responsibility. The agency is helpful and reliable enough for the community to depend on them since it has to thwart alcoholism and drug addiction. Another essential core value that the agency identifies with is integrity. It is committed to ensuring that the objective to champion for intervention, prevention, and substance abuse treatment are met. Moreover, collaboration, trust, and respect are other key core values emulated in the Council on Alcoholism and Drug Abuse (CADA) agency.

       The mission of the Council on Alcoholism and Drug Abuse (CADA) agency is to a safer and healthier community preventing and treating alcoholism and drug abuse (Council on Alcoholism and Drug Abuse, n.d). Thus, it is committed to assisting the community in eradicating alcoholism and drug addiction and abuse through prevention and treatment. It advocates for a safer and healthier community.

      Some of the stakeholders involved in the CADA include the National Council on Alcoholism and Drug Dependence, Community Anti-Drug Coalition of America, and United Way as a financier. Additionally, professionals and employees who work for the agency to assist in prevention and treatment. Moreover, the community receives the services provided by the agency. Depending on the level of involvement, the stakeholders are either internal or external. Agencies in which Council on Alcoholism and Drug Abuse is a member as well as the management, play the management role, whereas the community plays the role of service recipients.

      High number of drug addiction and mental health cases result from inadequate accessibility to supportive interventions and program by the affected people. 

      This gap suggests a growing need for establishing and delivering necessary services aimed at reducing drug addiction cases.

      Technology in current use. 

      Financial resource capability is one of the factors likely to influence the implementation of a plan. Evidently, the financial resources allocated towards the activities of the financial plan will determine if the plan will be successful in fulfilling the needs of the homeless people in the community to ensure that they overcome their addiction and get to enjoy good health. Staffing is also an effective internal factor to be considered (Morris, 2015). Through an effective staffing within the CADA organization, the strategic plan to close the gap of the high drug addiction and poor mental health concern will be ensured (CADA, n.d).

      Ethical factor is one of the external conditions likely to influence the successful implementation of the plan. Notably, the plan should abide by the existing ethical codes which ensure that factors such as privacy and autonomy of the participants are observed. Technology is also an external condition which should be considered for the effectiveness of the strategic plan (Martin, 2015). Notably, with effective technology usage, the speed and effectiveness of reaching a wide range of participants is guaranteed thus ensuring that a wide range of the members of the population is included in the therapeutic efforts of assisting the affected homeless persons in overcoming their addiction. 

      STRATEGIC GOALS

      Promote social responsibility through education and awareness campaigns

      Collaborate with other agencies such as the Community Anti-Drug Coalition of America 

      CADA will strive to meet various goals when addressing the issues of  alcoholism and drug abuse among the homeless people. The first goal will be to establish strategic partnerships with different firms across the globe focused on addressing the cases of alcoholism and drug addiction among the members of the homeless community. The second goal will revolve around promoting social responsibility through education on how alcoholism and drug addiction negatively influence health with a primary focus of ensuring a reduction in the reported cases among the members of the homeless community. Lastly, CADA will seek to increase it collaboration with other agencies, such as the Community Anti-Drug Coalition of America, in order to intensify its efforts in advocating for a healthier and safer community.
