Q1: Compare and discuss the two basic categories of health policies. Give an example of federal or state legislation that reflect each category.
There are two basic categories of health policies: allocative and regulatory (Longest, 2010). Allocative policies are used by the government to improve the health of those who cannot afford specialized care, and are mainly in form of subsidies. For instance, community development block grant, Medicaid, and the National Health Service corps provide funding to aid cities in providing social services and offers benefits to professionals who provide services in underprivileged areas. On the other hand, regulatory policies protect the public against unfair practices, ensure quality, control the prices of goods and services that have few providers, control licensing on health professions, and prevent socially undesirable outcome while encouraging safety in the work place and fair employment in order to achieve desirable outcomes.

Health policies require money for implementation. For instance, a program like Medicaid is funded largely by individual state, although the federal government also helps in the funding. The secretary of health and human services controls a fairly large sum of the health budget (Longest, 2010). States provide funding for large-scale health education programs. Martin et al (2014) state that the amount spent on Medicaid and Medicare will increase due to rising cost in healthcare. Policies that demand quality necessitate the use of technology, in order to improve equipment funtionality, drug development, and procedures (Longest, 2010). The use of technology and its advancement influence service delivery and efficiency.
Human resource is affected by policies that are meant to address the shortage of the workforce by attracting more people to the health sector, particularly nurses. States subsidize Medical and graduate medical education by providing Medicaid payments to teaching hospitals, scholarships, and loan programs (Longest, 2010). The secretary of health and human services oversees about 65, 000 employees.
