State or regional boards of nursing are licensing and regulatory bodies that sets the standards for safer nursing-care, issues licenses to qualified candidates, and decides the scope for nurses within a given jurisdiction (GraduateNursingEDU.org, 2020). Connecticut’s Licensed Practical Nurses and Registered Nurses are regulated by the Board of Examiners for Nursing, which is part of the Department of Public Health (NursingLicensure.org, 2020a). Key regulations may change the scope of nursing practice and role of nurses. Advanced practice registered nurses (APRNs) in Connecticut can practice without a collaborative agreement. APRN must be licensed in Connecticut and has maintained licensure for at least three years at the advanced practice level in collaboration with a Connecticut licensed physician for at least three years as well as not less than 2,000 hours to practice without collaboration agreement (Connecticut State Department of Public Health, 2020). Besides, pursuant to Section-20-94c, Connecticut General Statutes requires healthcare professionals who are licensed and providing direct care services to patients to maintain professional liability insurance or other indemnity against liability for professional-malpractice (Connecticut State Department of Public Health, 2020). Conversely, Arizona is a member of compact agreement. APRNs in Arizona are licensed by the Arizona Board of Nursing with recognition of four roles including Certified Nurse Midwife, Registered Nurse Practitioner, and Certified Registered Nurse Anesthetist, and Clinical Nurse Specialist (NursingLicensure.org, 2020b). Arizona does not require APRNs to collaborate or to be supervised by a physician but must refer patient who falls outside their experience and knowledge to another healthcare provider or a physician (ThriveAP Inc, 2014). Similar to Connecticut, APRNs in Arizona are required to maintain malpractice liability insurance (Nurses Service Organization, 2020).
