Advocacy is an integral pillar in nursing practice since nurses have a responsibility to advocate for their patients, workplaces, and the community. These advocacies sometimes extend to the legislative and political levels where nurses directly champion their interests, leading to the formulation of particular policies and legislation (Livanos, 2018). Through advocacy, nurses give their voice to the most critical role of advancing the quality of care and outcome, and affordability of healthcare. Through such efforts, the nurses, through their advocacy, influenced the Nurse Staffing Standards for Hospital Patient Safety and Quality Care Act of 2019. The Act is federal-level legislation with its jurisdiction across the nation, including the state of Virginia. The development of the Act occurred at the backdrop of an increased shortage of nurses, which has significantly affected the quality of care in many states.
The legislation sought to amend the Public Health Service Act to establish direct care, which would sensitize nurse to patient ratio in hospitals' staffing to reduce fatigue and nursing burnout. Although the shortage remains a long-term thing that the country has to work on, the development of such legislation creates significant progress in equipping health institutions with adequate personnel (De Cordova et al., 2019). Furthermore, the legislation makes it essential for hospitals to determine the level of competency before assigning units to registered nurses to reduce cases of medical errors and mismatch of experience. When incorporated with the Safe Staffing for Nurse and Patient Safety Act of 2018, the legislation will prove beneficial in addressing safe staffing, which remains one of the contemporary healthcare issues (Blouin & Podjasek, 2019). Besides, hospitals should form committees that will guide in implementing the legislation's recommendations for an ultimate improvement in the quality of care and outcome.
