Interoperability of Health Information Technology
It is not true to say that the existing health information systems such as electronic health record (EHR) systems have achieved a sense of interoperability and what need to be addressed are only nontechnical issues. One of the goals of the Health Information Technology for Economic and Clinical Health (HITECH) Act was to achieve interoperability of EHR systems regardless of the type of software or device being used; however, this is yet to be achieved. This HITECH goal has proved to be a more difficult than previously anticipated. In 2015, only 6% of healthcare providers were able to share health records with others using a different EHR system from their own (Reisman, 2017). According to Reisman (2017), misaligned incentives that focus on adoption of EHR systems but not Health Information Exchange are to blame for lack of interoperability since it has contributed to designing of EHR systems and their adoption in ways that makes interoperability. In addition, EHR system vendors have failed to collaborate and work together to make their systems interoperable (Reisman, 2017). There are various certified EHR systems that have different technical specifications, clinical terminologies, and functional capabilities; thus, contributing to lack of interoperability (Reisman, 2017). On the other hand, lack of interoperability is medical data today may can be explained by incompatible systems, hidden in isolated databases, proprietary software, and systems that generate data that is difficult to analyze, exchange, and interpret (Lehne et al., 2019). In conclusion, it is a long way before development of standardized interoperable EHR systems that could facilitate easy sharing of patient data among healthcare providers.
