Answer

The Crime Picture

The Uniform Crime Reporting Statistics define the number of offences as reported by law enforcers and other agencies. According to the conventional Summary Reporting System (SRS), Part 1 offences are eight which include nonnegligent and murder homicide, robbery, rape, aggravated assault, motor vehicle theft, burglary, arson, and larceny-theft. Notably, these crimes should be reported to the UCR program. Their selection is based on the seriousness, frequency of occurrence across the country, and the high likelihood of being reported. Comparing the state of Florida with the national statistics, the crimes can be summarized according to table 1 below. Notably, the table represents crimes as of 2014 while the trend and analysis are based on 2010-2014.

Table 1: Estimated Crime Trends (2010-2014) in Florida and USA.

Drawing from the crime trends from 2010-2014, a number of similarities and differences can be noted. First, it is imperative to define the two rape crimes as noted in the statistics. These include legacy and revised. The change in defining rape was done in 2011 by the FBI. The difference was based on the scope of the term where the new definition captured all forms of rape without regarding the individual’s gender affiliation. The expansion included both female and male and also covered different penetration forms which were previously ignored such as sodomy and using objects (FBI, 2013). This can be noted as the reason for the increased number of rape cases between 2010-2014.

Main similarities between the two statistics were reflected in the rise in total population which although can be used to define the increase in various crimes, there are those that reduced significantly. An example of a crime that reduced in both contexts is burglary which can be attributed to enhanced security in the national context. Notably, both the Florida state and national statistics reflect an increase in the rape crime which can be attributed to the change in definition in 2013 (UCR, 2017a). A key aspect in the crimes is that most of them reduced in number in the national context (UCR, 2017b). This can be attributed to the changes in the police force. On the other hand, there are significant differences in the crime decline. For Florida, while aggravated assault, property crime, larceny theft, and motor vehicle thefts increased between 2010 and 2014, these crimes significantly reduced in the national context. In addition, the total violent crimes in Florida increased as compared to the whole of the US. The increase in most crimes in Florida State can be attributed to the narrow scope within the region as compared to the US which considers all states. According to the UCR, there are two core aspects that influence the statistical variation in the national context. These include the rape offence being estimated according to the ‘forcible’ aspect as adopted in 2013. Also, the state and national reports are centered on information obtained from all agencies that reported the cases. In areas that the reports were not provided, estimates are used to provide the total.
