Firstly, Kennan believes that unlike Hitlerite power in Germany, the Russian power is neither adventuristic nor Schematic. He outlines that the Soviet power neither follows solid plans nor takes unnecessary risks. The nation is also highly sensitive and resistant to an external sense of force or reasoning. Therefore, it poses a threat of withdrawal at any point if it encounters a resilient force. Since America has sufficient power, any action that may suggest a readiness to act may lead to intense confrontations.
Secondly, Kennan believes that Western force is still far superior to Soviet force; therefore, their chance of success highly depends on their strength, determination, and cohesion. However, these factors can be mastered and influenced by western powers.
Kennan also believes that the Russian power is a threat because of the destructive and harmful propaganda spread within the Russian security apparatus; thus the US should establish a constructive and intelligent program to neutralize the threat.
