1. Summary
This article, which appeared in the New York Times on January 24, 2017, analyzed the actions being considered by President Donald Trump who had assumed office just a few days prior. The president was considering signing executive orders that would initiate the building of a wall with Mexico among other policy decisions that were in line with his election campaign promises. The President was also keen on signing an executive order that would bar immigrants from Muslim-majority countries from entering and settling in the US (Davis, Sanger & Haberman, 2017). The President’s new policies are highly unpopular as they go against the policies instituted by his predecessor Barrack Obama and many human rights activists are decrying the said orders. Currently, President Trump has signed the executive orders outlined in the article and there have been significant opposition to many of his policies.
2. Application
The news article is a clear demonstration of the powers bestowed on the US President to influence federal policies through executive orders. This also shows that most of the Federal policies pursued by the different federal agencies are largely determined by the President’s vision for the country. Donald Trump views immigration as a major threat to the prosperity of the USA, which is why he is moving to curtail the immigration of Muslims into the country, as a way of protecting the nation’s security. Most American presidents are elected based on their popular campaign pledges, which appeal to most American voters, and as such the Presidents’ usually seek to deliver on their campaign promises in the first days of their presidency. It is not unusual for a newly elected president to start their term by revoking some of the executive orders and bills approved by the outgoing president.
3. Analysis
The article presents the perspective based on President Donald Trump’s power to issue executive orders, which do not require the approval of Congress, yet carry the full force of the law. The powers to issue executive orders are provided in Article II of the United States constitution, which allows the president to approve or veto legislation passed by Congress. However, Congress can overturn a President’s veto through a vote where vetoed bills must be supported by a 2/3 majority in both houses (The Whitehouse, 2017). However, it can be argued that the directives issued by President Donald Trump are presidential memoranda and not executive orders as they are not numbered and are likely not yet published within the Federal Register. An executive order must meet the two criteria mentioned here and the President must cite under which authority or powers he has issued the executive order. Nearly all American presidents have issued executive order to revoke other executive orders and also to implement their own policies.
