The Pros and of Needle Exchange Programs
Needle exchange programs are operating on the canon of harm reductions. Their intention is to provide clean needles to individuals using injection drugs with the aim of combating the spread of infectious diseases including Human Immune Virus and hepatitis. Needle exchange programs have been supported by various studies to be effective; however, still they still remain controversial as the programs have both advantages and disadvantages. One of the pros of needle exchange programs is that they reduce the risks of contaminated needles being shared by people. Secondly, the needles exchange centers also provide free HIV counseling and testing (Grady, 2018). Particular programs, furthermore, help those seeking aid for their drug problems to get into treatment programs.
On the other hand, one of the disadvantages of needle exchange programs in that they can promote drugs abuse through providing needles for personal use. Certain reports also evidence that HIV rates can increase due to needle exchange programs. Local people usually feel unsafe as a result of the constant influx of addicts and thus state that the superficial “acceptance” of IV drug use is likely to result in increased rate of drug abuse (Grady, 2018). Moreover, critics of the programs state that they are being financed with taxpayers’ money, therefore, burdens the citizens, especially those who do not abuse drugs.
If I were a lawmaker in the state of Florida, I would wholly support a permanent law permitting needle exchange program, firstly because the programs would overall aid in improving the incidences of thousands of IV substance abusers. Secondly, addicts who are integrated in the programs are essentially more likely to attend long term rehabilitation compared to those who do not.
