Unit 1: Industrial Hygiene Essay
The purpose of this essay is to compare the missions and influence of four organizations within the scope of promotion of industrial hygiene. These organizations include the National Institute for Occupational Safety and Health (NIOSH), the Occupational Safety and Health Administration (OSHA), the American Industrial Hygiene Association (AIHA), and the American Conference of Governmental Industrial Hygienists (ACGIH). In addition, a description of how the passage of Occupational Safety and Health Act (OSH) Act of 1970 influenced establishment of OSHA is also provided in this essay. The most significant contribution that OSHA has made to worker health and safety is introduction of workplace ergonomics standards that prevent workers from musculoskeletal disorders.
The four organizations named above have different missions and levels of influence as far as workplace health and safety is concerned. NIOSH was established under the Department of Health, Education and Welfare with a mission to conduct research on occupational health and safety. It has significant influence in conducting of research and making of recommendations that help to prevent work-associated illnesses and injuries. In addition, NIOSH is part of the Centers for Disease Control and Prevention. However, NIOSH is not a regulatory agency like OSHA (Centers for Disease Control and Prevention, 2019; United States Department of Labor, 2001). OSHA’s mission is to work under the Department of Labor to set and enforce workplace health and safety standards and it is regulatory agency. In other words, OSHA can issue health and safety standards which can be enforced by law (Delp et al., 2014; United States Department of Labor, 2001). On the other hand, AIHA mission to protect, enhance, and promote industrial hygienists among other safety, environmental, and occupational health professionals within the context of enhancement of wellbeing and health of workers. AIHA’s influence is to nurture professionals who are necessary for effective learning and administration of industrial hygiene but it is not a regulatory agency (AIHA, 2019). Lastly, but not the least, ACGIH is a charitable scientific organization whose mission is to advance occupational and environmental health in society. It is not a regulatory body but imparts it influence through collection of data and making information accessible for industrial hygiene employees to help them fulfill their duties (ACGIH, 2019).
On Dec 29, 1970, President Richard M. Nixon signed OSH Act of 1970 into law. The signing led to the establishment of three permanent agencies namely OSHA, NIOSH, and the Occupational Safety and Health Review Commission (United States Department of Labor, 2001). The most significant contribution of OSHA in improvement of worker health and safety is the introduction of workplace ergonomics standards in Nov 2000 during the final days of Clinton’s presidency. The ergonomics standards were put in place by the organization so as to prevent occurrence of the debilitating work-related musculoskeletal disorders. The organization developed the standards after collecting and analyzing data collected from a decade of hearings, political debates, and research. Unfortunately the standard was disapproved by the congress on just four months later under Congressional Review Act 1996. President George W. Bush signed the Congressional resolution on Mar 20, 2001 banning the OSHA from developing similar standards in the future (Delp et al., 2019). Although OSHA’s ergonomics standards were rescinded by Congress is was a bold move that needs to be revisited in the immediate future.
